I have a great solution for viewers to help. When you see a fraud pretending to be the channel owner, reply to their comment but address all the future readers with a message like, "This is a comment written by a scammer who has copied this channel's name and pictures. Their goal is to trick people into sending them money, then they disappear with people's money and start the process again with a new fake account. Warn everyone by replying to these scam comments with a warning message like this. Also, feel free to copy/paste this reply if you want."
Scammers hate this because you are educating would-be victims right below their scams. It's like standing outside a scam businesses front door and warning every approaching customer not to do business with them, right on their front porch. No customer can get to the door without being scared off.
If every scam comment had such a warning posted below it, their spam would be converted into an anti-scam education tool. This means fewer fish in the lake trust hooks, meaning their job becomes harder. Their own scam comments actually backfire.

YouTube could do a MUCH better job with this. I've seen spammers mimic the highlighting of a channel owner. And YouTube should allow EVERYONE to moderate. For instance, if I post a comment, it is my opinion. I don't want to hear from the peanut gallery about how wrong they think I am especially if they are abusive about it. We should be able to block or delete replies to our comments.

I thought the simple fix was disable all comments on every video but your solution seems much better.
